Our Mission

We are dedicated to supporting public charter schools in their facilities journeys.   As independent municipal advisors, we provide a comprehensive experience to streamline the facility financing process. Our sole purpose is to achieve customized financing solutions for charter schools so they can advance their missions and focus on meeting the unique needs of their students.

Paula Permenter, Principal

Paula Permenter is a registered municipal advisor with Partner Capital Advisors dedicated to assisting charter schools with capital planning and facility financing nationwide. She has over 30 years of experience in the public finance industry with past roles as a charter school bond investor, investment banker, charter school board member and now a municipal advisor.

Paula is a registered municipal advisor and the Principal and Founder of the municipal advisory firm, Partner Capital Advisors, that solely focuses on supporting charter schools with facility financings.  Prior to establishing Partner Capital Advisors, Paula served as Partner and Founder of Choice Advisors, a municipal advisory firm focused on serving charter schools nationwide.   While at Choice Advisors, Paula worked on 45 charter school financings for approximately $1.3 billion in par amount for a variety of charter school clients nationwide.  

Prior to launching Choice Advisors, she was a Managing Director with BB&T Capital Markets where she was involved in the structuring and marketing of over $1.5 billion in tax-exempt bonds for charter schools. In addition to her experience as an investment banker, she has over 20 years of institutional buy-side experience where she completed the credit analysis on charter school bond transactions as well as financings in other municipal bond sectors.

Paula spent 15 years on the investor side with Invesco, as a member of the high-yield tax-exempt bond team with oversight of the management of approximately $20 billion in tax-exempt bond portfolios, which included charter schools. 

Paula served on the board of the Southern Municipal Finance Society and was a member of the National Federation of Municipal Analysts during her time as a buy-side analyst.  She previously served as a board member and finance committee member for YES Prep Public Schools.  Paula received her B.B.A. in finance from the University of Houston and her M.B.A. from the University of St. Thomas. She is a Series 50 qualified municipal advisor representative and a Series 54 principal.  Previously, while acting as an investment banker, she held the Series 7, 66, 79 and 53 FINRA designations.

Martha Martinez Karasch, Managing Director

Martha Martinez Karasch is a registered municipal advisor with Partner Capital Advisors dedicated to serving charter schools with capital planning and facility financing nationwide. She has spent her entire 19 year career in public finance with the majority of it focused on working with charter schools previously as an investment banker and currently as a municipal advisor.  

Martha is a registered municipal advisor and Managing Director at the municipal advisory firm, Partner Capital Advisors, that solely focuses on supporting charter schools with facility financings.  Prior to joining Partner Capital Advisors, Martha served as a Managing Director and municipal advisor at Choice Advisors where she worked exclusively with charter schools.   While at Choice Advisors, Martha worked on 45 charter school financings for approximately $1.3 billion in par amount for a variety of charter school clients nationwide. 

Prior to her role as a municipal advisor, she spent 12 years as an investment banker providing tax-exempt bond underwriting solutions to a variety of public sector issuers across the country. During her career as an investment banker she served on over $8.2 billion in par amount, approximately $900 million of which was for charter schools. On the bond underwriting side, she worked for BB&T Capital Markets, Oppenheimer, Piper Jaffray, and UBS Securities to support financings for charter schools, school districts, cities, community colleges, universities, counties, cities, state agencies, local governments, state revolving funds, and toll and highway authorities.

Martha is a Series 50 registered municipal advisor representative. She graduated magna cum laude from Loyola University Chicago with a B.B.A. in Economics and Finance.  Previously, while acting as an investment banker, she held the Series 7 FINRA designation.

Adam Holcomb, CPA, Managing Director

Adam Holcomb is a registered municipal advisor with Partner Capital Advisors and serves charter schools with capital planning and facility financing. He brings nearly 20 years of experience in charter school finance and a passion for supporting boards with financial operations and strategic planning.

Adam is registered municipal advisor and Managing Director at the municipal advisory firm, Partner Capital Advisors, and works to support charter schools with facility financings. 

Adam is also the President and CEO of MAST Financial Group, providing professional financial services for charter schools. The services provided by MAST Financial Group do not include municipal advisory services.

Adam has extensive knowledge pertaining to school finances, including public school budgeting, back office support, short-term and long-term financing, and strategic financial planning. In addition to his knowledge in finance, he understands how all departments within the school work together, and the importance that perspective brings to creating an integrated strategic plan for carrying out the board’s vision.

Adam received his B.S. in Accounting from Central Michigan University. He is a Series 50 registered municipal advisor representative. He is currently a member of the Michigan Association of Certified Public Accountants and the American Institute of Certified Public Accountants.

Our Locations

Our staff are based in Houston, TX and Grand Rapids, MI. We work with charter schools nationwide.

What is A Municipal Advisor?

A municipal advisor is someone who strives to protect the best interests of its clients by providing sound advice for financial decisions. We are different from an underwriter or lender because we do not sell financial products. Rather, we provide trustworthy, unbiased, transparent advice to help municipal entities—such as charter schools—make the best choices for their communities.

Municipal advisors are required by regulation to put clients’ needs first. In fact, municipal advisors must adhere to standards of conduct and strict regulations that were designed to protect and empower organizations like charter schools.

As registered municipal advisors, we adhere to a Duty of Care and a Duty of Loyalty and must disclose all potential conflicts of interest to our clients. We are legally bound to transparency, diligence and a deep knowledge of our clients’ needs.
